Stephen joined Barclays in September 2022 as Chief Technology Officer (CTO), took on the role of Head of Head of Group Technology Infrastructure Services (GTIS) in H2 2023, and became Scotland Site Lead in August 2025. Before joining Barclays, Stephen worked in technology within the finance industry for over 20 years, a lot of which Stephen spent at JP Morgan. Stephen majored in Mathematics and Statistics, but found his passion for coding at an early age.

As the CTO of Barclays, Stephen drives enterprise-wide technology strategy, innovation, and operational excellence. Overseeing architecture, engineering, infrastructure, and service stability, while fostering a customer-centric mindset and investing in talent development. We lead modernisation efforts across cloud, device, and observability platforms, manage governance and vendor relationships, and champion accessibility by design.

As Head of GTIS, Stephen is focused on delivering resilient, secure, and scalable infrastructure that underpins our global operations. Our mission is to optimise technology performance, drive automation, and support transformation initiatives. Partnering with the CTO function, we help shape a future-ready technology ecosystem that empowers our colleagues and enhances customer experiences.

As the Scotland Site Lead, Stephen represents nearly 6,000 colleagues at our Glasgow campus. In partnership with the Scotland senior leadership team, Stephen helps to shape and drive our colleague agenda - building on our strong, collaborative, and inclusive culture. He is passionate about fostering an environment where every colleague feels empowered to make a difference and understands their role in helping to shape the future of Barclays
